ARM is an open sourced hardware processor type that can be licensed and then built and modified for less money than other chips. You find ARM processors used mostly in smartphones and tablets. Microsoft is thinking of using a Windows 10 for ARM chips to run 32 bit X86 Windows apps. The X86 processors from Intel etc are not ARM and date back with the Intel 8088/8086 used in the first IBM PC systems and clones.

Microsoft is really pushing Windows 10 on people. First, the Windows 10 Upgrade that was also forced on some users without them agreeing to it. Second, the Windows Insider program that gives developer builds/beta tests of Windows 10 for free to people who want to test new features before they go into production. Third, porting Windows 10 to ARM systems like the Raspberry PI, etc. Now it is porting Windows 10 to ARM systems with backwards compatible X86 32 bit Windows support.

Microsoft tried RISC support in Windows NT 4.0 for MIPS, Alpha, and S4 processors but had to abandon it to focus on Intel X86 chips. Microsoft before that had the ACE platform for Microsoft OS/2 on RISC systems. It never seemed to work in the past, but now Microsoft thinks it will work on new ARM systems. Which means even cheap tablets and smartphones from China, based on cheaper ARM chips to make low-cost Windows 10 systems that actually run 32 bit Windows software as well.

The thing is Microsoft has lost their touch, Windows 10 has become a nightmare to try and keep updated without glitches that stop it from loading and other issues. I find myself spending more time in Linux Mint than Windows 10, because Linux is more stable than Windows.
